How do you turn on comments in your WordPress site?

This is pretty easy right. But what if you log into your WordPress dashboard, and you go to settings, discussions, to turn it on, but still, your site is not displaying your comments box at all. What do you do?

Check your current theme options. Yes you heard me right. I battled with this for two days before discovering i was missing this tiny information.
